Effective lead hazard control requires use of specialized materials and equipment that may always be available to property owners. Lead Connections provides supplies and equipment to eligible property owners or their representatives.

    Examples include:

  • Personal Protective Equipment.

  • Plastic sheeting for containing dust.

  • Cleaners and cleaning supplies.

  • HEPA-filtered vacuums.

  • Free Paint & Supplies for those who meet the eligibility requirements.

Eligibility requirements

  1. Properties that receive assistance must house occupants that meet the USHUD requirements for low income housing. Occupant eligibility is based on written verification of annual income according to the following criteria.

    For households in Erie County, NY:

    • Rental units must be occupied by tenants whose household income is less than 80% of the median Erie County income for an equivalent household size.*
    • Preference is given to those units occupied by tenants whose household income is less than 50% or less of the median Erie County household income.*
    • Owner occupied units income cannot exceed 80% of the median Erie County household income.*
    Acceptable form of documentation:
    • Copies of IRS Tax Forms for household from most recent year (Form 1040).

    Vacant units are eligible, provided the owner agrees to provide such housing to low-income eligible tenants.

  2. Participating properties undergo an environmental assessment, wherein environmental conditions (ex. floodplain, underground storage tanks, hazard waste site listing) are reviewed. Properties where environmental issues are identified may not eligible for assistance.

  3. Housing occupied by children (less than 7 years of age) are given priority status.

  4. Contractors, handymen, painters and property owners participating in Lead Connections are expected to:
    • provide a record of time and additional materials as a receipt representing their leveraged contribution to the program. Contractors, handymen and painters can provide their invoice, or the relevant portion thereof, as evidence of leverage. Property owners shall prepare an invoice statement, detailing the number of hours devoted to the project multiplied by an $ 10.00 hourly rate.
    • cooperate with the lead connections materials and equipment program (henceforth known as the “program”) personnel to obtain all necessary information to complete hazard control and prepare project closeout records.
    • Conduct hazard control activities under applicable USHUD standards per 24 CFR 35, including provisions to utilize personnel who have completed the Lead Based Maintenance Training Program, offered by Lead Connections.
    • Prohibit the use of open-flame burning, chemical strippers containing methylene chloride, dry scraping, uncontained hydroblasting or hydrowashing, uncontained abrasive blasting, machine sanding without HEPA attachments or heat stripping above 1100 degree F as work practices at any time.
    • Observe the procedures for worker protection established by US OSHA. Per 29 CFR 1910.1025 and/or 29 CFR 1926.62.
    • Dispose of waste resulting from lead hazard control activities according to requirements of the appropriate local, State & Federal regulatory agencies.
    • Complete all necessary steps to achieve clearance prior to re-occupancy of dwellings or dwelling areas, including re-cleaning of dwellings and dwelling areas that did not meet clearance criteria as determined by a designated clearance examiner.
    • Provide an appropriate credit card deposit for use of loaner equipment provided by Lead Connections. This deposit shall be refunded when loaner equipment is returned to Lead Connections according to provisions detailed in the Loaner Equipment Agreement.
    • Assist Lead Connections in all necessary Federal environmental review responsibilities as specified in HUD regulations in 24 CFR 50.

  5.   6. All grant assistance activities are subject to rules and conditions set forth by US HUD for Lead Elimination Action Program (LEAP) and other Lead Hazard Control grants funded through the USHUD Office Healthy Homes and Lead Hazard Control as well as conditions set forth under US HUD Continuation Sheet, Instrument No. NYLOL00010-03.
